Cabinet Bellinguer was a Government of Istalia inaugurated after the 4338 general elections and led by the exponent of the Communist Party of Istalia (PCI) Endrigo Bellinguer, which was formed thanks to the agreement established between the Communists' leader Antonio Masci and the members of the parties coalition Another Istalia, the Demohosians of DHI, the Istalian People's Party (PPI) and Liberty and Progress.
The Government could rely on a large majority of 340 seats into the Chamber of Deputies and thanks to long dialogue already established in the previous years, the Government was formed in record time (at least in comparison with the most recent Governments), approved just 5 months after the elections and few months after the President Meloni appointed Bellinguer as President of the Council. Given the composition of the Government and the parties involved, it was a veritable earthquake for the Istalian politics, being able to introduce or re-introduce several social reforms in favor of the workers and to re-establish a robust welfare state in Istalia, "demolished" little by little, as denounced for decades by the istalian left, by the right parties during the previous years of political impasse, an impasse which, after almost a century of absence of veritable leftist parties on the istalian political stage, observed most of the political expertises, pushed the istalian society to re-found leftist and far-leftist political movements due, many constated, to the disillusionment for the istalian "liberal paradigma".
It was since the Government of Romana Carlin (4187-4192) that a leftist Head of Government didn't led the Istalian Council of Ministers.
The Government was able to approve many important reforms, among the larger reforms since decades, in the field of the social security and of the working rights. The Government, in fact, reintroduced a public universal health care service, re-established the mandatory payment of payroll contributions for the employees by part of the employers and enhanced the woman's right on the field of abortion and introduced the public founding of gender reassignment surgery for people with low incomes.
The Government planned also to intervene on the national budget to try to intervene on the large deficit which for decades interested the budget but the Govenrment's parties failed to find a common ground to intervene on it (especially on a possible reform of the income tax), finding an agreement just only on the increase of the luxury sale tax which, however, decreased the deficit from 22 to 15 billions of LIS. Although, it's worth noting that the Nationalists anticipated the Government in proposing to increase also the corporate tax.
