The Consul de Popularis de Selucia (President of Selucia), is the executive head of state of the Regnum de Selucia. The powers, functions and duties of prior presidential offices, and their relation with the Caesar de Senatum and cabinets has over time differed with the various Selucian constitutions. They are elected by direct vote among all citizens, firstly in a first round with all the candidates and after that, the two most voted candidates fight against each other.
The current Consul de Popularis is Tera Pisthis, who took office on February 4135.
The Consuls (Selucian Consules, sg. Consul) are the two heads of state of Selucia. The two Consuls jointly serve as the leaders of the State and of the Government, as well as the commanders-in-chief of the Armed Forces. In order to balance the two sources of legitimacy in the Selucian Republic, namely the Senate and the People, one Consul is elected by the Senate (thus being known unofficially as Consul/Caesar de Senatum) and the other by the people by universal suffrage (being therefore unofficially known as Consul de Popularis). Other than their different method of appointment, the two Consuls have fully equal rights and responsibilities. In order to limit the possibility that one Consul can have too much power as a result of this system, one Consul can veto the actions of the other, and one Consul's actions can be appealed to the judgment of the other. The Consuls consequently have to work together.

Caesar Regens
The position of Caesar Regens was created in 4274 by an agreement of Partis Imperialis and In Marea-Civis Sinistram following the death of Imperator Lucius Augustus Clodian. As no party had enough seats to restore the Selucian Republic or to put another Imperator (Thoughts of IMCS and PI respectively), both parties decided to choose a regent Head of State until one of the two options was viable. In 4303, In Marea-Civis Sinistram managed to change the legislation to recover the office of Consul Populi
