The Fascist Authority Party (Hulstrian: Faschistische Gewalt-Partei), also called/known as the the Hulstrian Fascist Party or The Imperial Fascist Party, is a conservative monarchist political party within the Imperial Crownlands of Greater Hulstria. The Fascist Authority Party follows the ideals of royalism, traditionalism, social conservatism, reactionarism, and the belief of a strong government partnered along with a strong pro-religious society and sound national defense; the party is also one of the leading advocates for the Hulstrian aristocracy and the House of Rothingren-Traugott. Founded on October 29th, 2587 (and resurgence on April 7th, 2641) the Fascist Authority Party has emerged has a leading political party in Greater Hulstria garnering on average over 45 million votes each election year and has held the title of Governor-General of Greater Hulstria several times. Having offices in every major city in the country, the Fascist Authority Party has grown from small party meetings in basements to having massive Crownland wide political rallies. The Fascist Authority Party has its own news page in the national newspaper "the Greater Hulstrian Chronincle" and updates it frequently.
The political party took itself into a year long absence from national happenings in year 2664 after former chairman Conrad Falk put the FAP into isolation, citing "re-thinking of tactics and general time off" is what as known as the "Falk Isolationist Period". The isolation lead to a full-coup of the party by Spenzer Roderick Jr taking it over in 2666, and bringing it back to the Hulstrian spotlight. In the elections of 2667, the year after the Falk isolation, the FAP gained over 151 seats and for the first time in party history won the highest vote in the Crownland of Hilgar ending the Falk Isolationaist Period. The move to isolation was paned by many and considered a complete disaster though the party has recovered greatly since then because of extensive domestic reforms.
The Fascist Authority Party held the title of the majority party in Greater Hulstria untouched for over 20 years starting in 2644 and ending in 2664; no party since 2664 has been able to reach that same goal. The party currently the majority in Greater Hulstria and holds the national Ministries of Foreign Affairs and Infrastructure & Transport in the "Unitary Coalition". The current chairman is Erik Bauer-Chamberlain II (2836-).
[edit] Foundation & Early Ewald Years
The Fascist Authority Party was founded on October 29th, 2587 by Albrecht Ewald and quickly established a hold on Hulstrian politics. Ewald believed that the nation should be governed by a strong government and strong military that would eventually create a safe, law-obident society (a policy that continues on today). He wanted Hulstria to be a leading nation in religious matters and often proposed laws in favor of religious groups or policies. With this idealism exibited by Albrecht, voters flocked to the party, and ushered the Fascist Authority Party to over 121 Imperial Diet seats in its few years of existance. Albrecht's policies would continue in the partys resurgence (see below) and the modern FAP politicians today cite Ewald as a big influence on their own political standings.
Albrecht Ewald proposed over 30 proposals in the partys first 10 years of foundation. It caught the eye of the Progressive Liberal Party and their chairman, Oldebarneveldt. The PLP were one of the leading parties during that era in Hulstrian history. A political alliance was quickly formed between the two (called the PLP/FAP Alliance) and both pushed for greater powers to the central government. The alliance reached its peak when in the "Cabinet Proposal of April 2594" passed within the Imperial Diet giving the two parties a majority hold on the national cabinet along with several other active parties during that day. Included in that cabinet were also the pro-small government advocates and opposition parties to the alliance; Ewald included them despite their stance against them. The move gained high praise for bringing unity to the cabinet, something that was lacking when Ewald first entered. The Fascist and Progressive Liberal chairmans were close in legislative workings but often disargeed on issues like religion. Ewald believed in a pro-religious state where religion was connected to everyday activites while the PLP chairman, Oldebarneveldt, liked a more quiet religious scene leaning more towards secular ideals. Nonetheless the parties were dominating in Hulstrian politics during the era and compromised with eachother on various issues (ex:religion). The two parties were able to reach several compromises through close communications that eventually establish close bonds between the chairmans. Historians argee that the move to join an alliance with the PLP signified legitimacy for the FAP in Greater Hulstria.
During the Fascist Authority Partys first 13 years it was marked by the persistance of Albrecht Ewald by pursuing central government, pro-military, and government economic regulation efficency policies. Other notable events were the several clashes between the Fascists and pro-small government parites in the Imperial Diet, many say it was not uncommon to see fierce debates in the legislative on a daily basis. By the year 2600 however the majority of those parties imploded and the political dominance by the PLP/FAP alliance continued. In the national elections of 2600 the Fascist Authority Party become the majority party along with the PLP finally locking in power in the Imperial Crownlands. The big victory was cut short months after that sent the FAP into implosion.
[edit] Implosion
Right after the elections of 2600, party chairman Albrecht Ewald died suddenly of unknown causes in his home in Budenlar at the age of 59. Leading the party with such charisma and drive, political party officials were scrambling to find a replacement. Some suggested during that time Vice-Chairman Richard Palmer should've become the next chairman without question but unchecked reports that he had a hidden leftist past caused many party members to cast doubt and not come to a decision. Instead of moving towards unity, many within were fighting for power, and in the end result the Fascist Authority Party's implosion.
Records today show that he in fact never had any sort of involvment in leftist movements and if enough time was given for him to explain himself or people looked into those reports more, the implosion may have never happened.
A number of once filled Facist Authority Party offices slowly became abandoned slums and many were left out of work. Many voters felt betrayed that the party would just become another party who had their time but faded away only a few years after. Most voters put their vote in for the Progressive Liberals and when they imploded as well, they moved towards conservative, and centrist parties.
[edit] Resurgence of 2641 & New Leadership
After over 41 years of absence from the Greater Hulstria political scene Spenzer Roderick and Allen Green (who would become the partys main leadership) led the political resurgence of the Fascist Authority Party on April 7th, 2641 known as the "Resurgence of 2641". With enough support garnered by the two men they set up new party offices across the nation, set up new bills in the Imperial Diet, and campaigned for the upcoming elections soon arriving. Their former ally however, the Progressive Liberal Party of Hulstria, was not there to restart their alliance as they too imploded a decade after Ewald's death.
The revived political party received instant opposition from the Hulstrian Nationalist Party leadership and other liberal/federalist parties; they banded together to try to block FAP legislation but did not always acomplish that. The opposition did not stop the Fascist Authority from gaining over a 123 Imperial Diet seat gain in the 2641 elections later that year and changed the structure of political influence. Spenzer Roderick was very active in first few years proposing a record amount of bills for the party, surpassing Ewald, and taking a more "Third
Despite the economic benefit some FAP economic bills gave, opposition was still rapid towards Roderick, and party officials debated in the Imperial Diet constantly defending their stances on issues, mostly with the Hulstrian Nationalist Party who were not quiet with their dislike of the fascists. Two political parties on the other hand, the Patricate Coalition and the Hulstrian Reactionary Party, offered their hand of friendship to the Fascist Authority Party establishing the "Right Coalition"; an alliance representing the far-right and central government advocates of Greater Hulstria's political spectrum. The coalition consited would all the far-right political parties in Greater Hulstria and lasted for more than a dozen years. It would never gain anything huge in its time but the parties were close in communication and allies in Kien affairs often getting support for bills to pass.
The Fascist Authority Party in the April 2644 elections in Greater Hulstria were able to gain a majority hold on the nation with just 116 seats, lower than the 123 seat gain in its first election since the resurgence; this would be the second time the party would be the majority only this time it would live to see it longer. The FAPs majority share would not be untouched for the next 25 years and the title of the majority party boosted efforts by officials to get more done in the Imperial Diet. The win created a bit a stir in the nation, mainly from the devolution base, sparking off a swift response from the Hulstrian Nationalist Party to counter Roderick's efforts; they created a biased national cabinet coalition excluding the Right Coalition hoping to stop or end their influence. The movement for responsible goverence was soon born.
[edit] Majority Party & Movement for Responsible Governence
Not too long after the fascist victory in the elections, the liberal and devolutionist political parties of Greater Hulstria banded together to form the "Anti-Fascist Coalition", a response to the recent surge of power the voters had given Spenzer Roderick, and as a counter to the recently formed Right Coalition. The main talking point of the Anti-Fascist Coalition was that if the Fascist Authority Party remained untouched or "contained" the nation could see a dictatorship ruled by "extremist right-wingers" and "oppressive" government officials. The Hulstrian Nationalist Party, the de-facto coalition leader, were able to convince the rest of the liberal party chairmans in Greater Hulstria that without the AFC in power people like Roderick could destroy society. The extreme partisan attitude in this time period of Hulstrian politics would halt any major legislation from being passed but there were some instances on both sides where important bills were able to get through. The AFC did prove to do well with blocking FAP or other Right Coalition bills but even with the fear-mongering exibited by the AFC members political scientists say the fascists were able to pull off wins in national elections and gain support from citizens anyway, the exact opposite of what the coalitions founding purposes were. This resulted in the the Fascist Authority party winning a majority margin in every election beating out the AFC parties for a number of years. Just as long the voters were putting their support behind the fascists, the AFC could not pull any big political victory other than a controlled national cabinet where the AFC were able to get enough votes to usher in. Also in this period in Hulstrian politics were marked by several clashes between the Right and Anti-Fascist coalitions with each respective party investing more time in news reports to broadcast not only within to Hulstria on activity but to the whole world.
With the first few years of the Anti-Fascist Coalition in play in the cabinet, many in the FAP governing cabinet were worried that the resurgence was for nothing, and even with the support of allies in the Right Coalition the Fascist Authority Party would never be able get any sort of substantial gain. Then Vice-Chairman Allen Green suggested that they (FAP) should continue on in the Imperial Diet, convince voters that they that might've lost the battle but not the war at an attempt to keep citizens involved in their party. He layed out a sustainability plan to keep the party on its feet and maintain its majority status; it increased confidence within the FAP greatly. This caused many Dieters to propose several important laws and reforms focusing on; mixed-economic provisions, large military funding, and pro-religious matters legislation that brought in good results. During this period the party was persistant on police funding/equipment (which became a huge issue in the early 2650s), more authority to the military, and passed the important "Spenzer Documents", a proposal that changed many laws that were established during the FAPs absence in the early 2600s. Green also invested some of the party's funds into other building FAP based offices around the nation, other than just Fascist strongholds, an "All-Crownland" tactic. With investments put into more Crownlands, like Hilgar and Hulstria, the party saw slow gains, and bigger numbers. In the next 10 years the Fascist Authority would see huge surpluses in elections, large voter turnouts, and record number party seats; still resistance towards the FAP was still going strong in the Imperial Diet. On some instances though some members of the Anti-Fascist Coalition through its existance voted several times on FAP-backed bills resulting in wins. Historians argeed that partianship did not control the majority voting body of Greater Hulstria but it did control the national government.
Not only did the Fascist Authority Party become the majority party but a new debate within Greater Hulstria came about; measures to once again open the position of Head Of State, then held only by the Emperor of Hulstria, to the political arena while still keeping the Monarchy in place. In 2647 elections for Governor-General, the elected representitive of the Emperor, was held for the first time in over 35 years. Spenzer Roderick put up a good showing but came in a close second; he was not able to edge out Karl van Gessel who won the office. Shortly after the historic election the then Emperor Rudolph V was assassinated along with the chairman of the Imperial Hulstrian Party at a banquet honoring the new Governor-General plunging Greater Hulstria in mourning. The FAP was one the first parties to condem the assassinations and offered cooperation on capturing the suspect or suspects. Spenzer Roderick pledged measures for security and military increases in bills in the Imperial Diet. Despite the investigations, no one has been arrested for the killings though its suspected the outcasted Kennedy Family or the then very young New World Order had something to do with it.
During the mid 2650s the Imperial Human Rights Commission (IHRC) was proposed by the chairman of the Nationalist Party and passed by the Diet introducing a means to target parties imposing on basic civil liberties of the citizens; it was highly praised by Spenzer Roderick. All the major political parties set up representitive justices to the Commission and would all vote for a Chief-Justice to oversee matters. With the AFC having the majority members of the Commission they put their vote behind the partisan chief-justice, an HNP member. The first session was held focusing on the issue of torture and if allowing torture under vital circumstances would be considered barking up on civil rights. That law, passed by the Fascist Authority Party a few years prior, was the main center piece for the Commission. Paul Harrer was appointed justice for the Commission representing the Fascist Authortity Party and he attempted to defend the stance of allowing torture. He stressed it did not step on the rights of citizens noting that the bill was no to tarnish people "who followed the law". Nothing was accomplished as Harrer was attacked with unneeded, partisan talking downs exibitied by the Nationalist Party Chief Justice after Harrers comments. The biased remarks resulted in Paul Harrer leaving the Commission with disgust,he did not return back to IHRC sessions, and no further sessions have been held since then. This was the start of a complete backlash to the Anti-Fascist Coalition and its leader. Many within the Anti-Fascist Coalition noticed that there was no need for such harassment and many came to the conclusion the AFC was not needed if their own were exbibiting such behavior that they were against in the from the start. The first to speak out of the AFC, James Buchanan of the Vereinigte Freiheit Allianz, came out questioning the purpose of the coalition, and considered the idea of leaving it to pursue a united political scene with Spenzer Roderick. Mr. Buchanan's move brought others in the AFC towards his point of view.
Spenzer Roderick quickly acted and set up "The Movement for Responsible Governence" in the year 2657, a movement that would put aside petty isolationist policies, and partian conflicts in the new upcoming government. A new cabinet was proposed soon after and the chairmans of the VFA, LPH, and the KHP (all part of the AFC) voted in approval to join in the new united national cabinet. It passed overwhemlingly in the year 2658, well excedding the half plus one vote. The cabinet included of all the major political parties within the nation and withs it's clear positive reaction, it put the final nail in the coffin for the coalition that ruled Greater Hulstria for more than a dozen years. A notable new position change included the longest serving political party in the nation, the Imperial Hulstrian Party, to take over Head of Government, Foreign Affairs, and Justice. Nonetheless the political parties included in this unified cabinet still had major differences on certain issues (religion, powers of the government etc) but Roderick assured the chairmans that it was perfectly normal and it shouldn't distract the cabinet from performing their new duties. "Fight other parties on issues in the Diet, but when it comes to the governing of this cabinet we fight for the greater good" Roderick explained. As with Ewald over 64 years ago it was the Fascist Authority Party who moved towards the concept of unity to the national government and expressed great humilty in chosing the people for the jobs.
In this cabinet respected military veteran and Fascist Authority Party ranking member, Constantine Horst, was appointed to lead the Ministry of Defense. The FAP, already known for its love for the military, received no opposition towards this pick. Another member, Michael Cash, was also appointed to the cabinet as the Environment & Tourism Minister. Cash was a former CEO of a large tourist corporation and lobbyist for environmental reform, he was the obvious choice for the position. After this astounding move towards unity, the elections of June 2659 came along, and the Fascist Authority Party swept the vote capturing the majority seatings (169/650) in the Imperial Diet marking another 4 years of them carrying that title, it was the largest margin of victory for the party. Also for the first time in FAP history the fascist party chairman (Spenzer Roderick) was elected to Governor-General of Greater Hulstria receiving over 64 million votes in the second round of voting just egdgeing out the Nationalist Party. This was considered a huge victory for the fascists. It was something founder Ewald was not able to do and it many say cemented Spenzer Roderick's legacy as a great chairman.
[edit] Fascist Authority Party Captures Governor-General
The election of Spenzer Roderick to the position of Governor General, the elected Head of State for Greater Hulstria, was the first for the Fascist Authority Party; it was the first time in it's entire history it was elected to the office. In previous elections before 2658, the FAP came always in second place, and at times found itself to win first round Head of State voting but lost during the second rounds by wide or small margins. Party officials and supporters were astounded by the win, as were opposition. Despite the backlash at van der Burgh, no one was expecting him to be ousted. The win was looked upon as the "last laugh" for the Fascist Authority Party and many consider the win, along with the 15 seat boost that pushed the partys majority to the highest point in its reign to over 169 seats, the final nail in the coffin of the Anti-Fascist Coalition.
Under Spenzer Roderick's term as Governor-General, Greater Hulstria's national budget saw an increase in Defense, Science, Health, and Infrastructure spending. Thanks to these in spending increases, the nations overall total economic revenue went up 6 billion dollars, and the nation's surplus increased on an average of another 2.5 billion dollars a year (over 5 billion dollar profit each year). The surplus in the nation reached its highest peak since the early 2600s and GDP began to stablize.
Spenzer Roderick was able to pass Legislation like that changed Hulstria's economic and social scence significantly; a National Pension System and a National Defense System was created under his tenure. Up until 2660, Hulstria's had to save up for retirement by themselves but under the new pension system such measures were abandoned. Under Roderick also saw the complete elimination of segregation in Greater Hulstria, officialy ending apartheid. There were no big international incidents that concerned Greater Hulstria during his term and it was uneventful in terms of foreign relations.
[edit] Post-Roderick & Brief Isolation
With Spenzer Roderick reaching well into his mid 80s, many around him (himself too) were wondering how long he would last as chairman, and Governor General. Months before the elections of 2662, Roderick declared that he would resign as chairman if he did not win re-election and would appoint someone right away to take over. Fingers were pointing to longtime Vice-Chairman Allen Green to step in as the new #1 but Green, a year after Roderick was elected Governor-General, resigned his post, and retired to his family. Christofer Maynor was appointed to fill in Green's position but was not considered a real candidate for Roderick's seat.
Notable candidates were Carmen Whitfield, the "brains" behind most Fascist Authority Party economic proposals, and Conrad Falk, a key adviser on many police bills that the party were able to pass throughout the years. People close to Roderick said that he knew all along who he would chose to take over.
Because of several new political parties that rose during Roderick's term at Head of State that took away a lot votes and the number of endorsements given to the Nationalist Party candidate; on June 6th, 2662, Spenzer Roderick lost re-election to the Nationalist Party. Also during the election the party saw a 33 seat drop in Diet elections but were still able to claim onto its majority hold by 11 seats. Despite the loss Roderick remained true to his word and 3 months later he named long time Internal Affairs candidate, Conrad Falk, to take over as the 3rd chairman of the Fascist Authority Party. Falk right off the bat promised that those 33 seats lost will be captured again and the party will take a more argressive stance in bill creation. He also expressed in keeping in touch with friendly parties and work towards compromise while still keeping on course with agenda. On May 25th, 2663, only a year before going into isolation, the former chairman Falk annouced that there would be a massive change in the party's current government, and introduce "fresh faces and ideas" in future measures. That would never happen in his term, no one would've expected what he would've done next.
A year later in June 2664, Falk secretly disbanded the Fascist Authority Party and left it at so for over a year. Citing time was needed to "rethink tactics and have a general regroup session", the party was expected to return to full political duty within the coming year in 2666. Falk claimed that the current governing leadership of the FAP would remain and the goals marked before the regroup would still be in play, instead Falk's dream for bringing back the party under his control was short-lived and in May of 2666, almost 3 years of FAP absence the sons of Spenzer Roderick (Roderick Jr and Franklin Howard) staged a full political coup within the Fascist Authority Party gaining complete power. Right away they kicked out Falk and many in the party cabinet other than a few trustees. It was called the "Roderick Brothers Coup", since the two men were brothers, and sons of Spenzer Roderick Sr, the coup was a surprise to many. This was the first time in party history where the son (or sons) of a former chairman took over leadership positions. The move towards isolation by Conrad Falk was paned and labeled as a disaster but political scientists say his legacy should not alone be writtin on that incident alone.
Spenzer Roderick Jr was soon named the new chairman of the FAP and Franklin Howard Roderick was given the position of Vice-Chairman. Christofer Maynor was still granted the title of Head of Government candidate while the others who stayed kept their offices. The new chairman stated that the party's support towards free education, free healthcare, and mixed economy would continue on.
During the time period in which the FAP were absent, several parties including the KHP and VFA disbanded. Although the VFA returned and the KHP are slated to return, the three largest political parties still were gone, and over 250+ seats were open in the Imperial Diet. The coalition known as the "Liberal Nationalists", composed of just three parties, soon siezed a super-majority of seats and moved to reverse just about every single law passed by the Fascist Authority or other opposition. They also excluded the returning VFA and the Hulstrian Labor Party from their newly formed cabinet. Thanks to the influx of partisanship plus calls from various parties for the return of the Fascist Authority to bring back stablity (Franklin Howard Roderick coined the phrase "When there is no Authority, there is no order"), the party returned to full political activity shortly after the Roderick Brothers Coup.
With the Fascist Authority Party's return, Spenzer Roderick Jr quickly formed an alliance with the Hulstrian Labor Party, and sought out to create change for the better. The two parties soon went on a massive reform and repeal law blitz in the Imperial Diet, sprawling in the creation of the Central Deal.
[edit] The Central Deal & Stance Aganist Republicanism
Party chairman Spenzer Roderick Jr annouced a new plan to help recharge the party after its short isolationaist period and jump start the newly created alliance with the Hulstrian Labor Party. Calling it the "Central Deal" the two parties pushed new legislation to strengthen the central government in a responsible, efficient way to benefit the citizens in Greater Hulstria with relations to the economy, infrastructure, military, and environmental protection. The Deal also included massive budget spending increases in education, social services, and agriculture but at the same time preserving the national surplus. In return to the people Spenzer Roderick Jr stated that his own Fascist Authority Party would ease restrictions on civil rights, propose permissive laws on civil liberties, free education, and help promote a "new free-market" in Greater Hulstria; he also proposed low taxes for every citizen in the nation. The "New Free-Market" was an agenda created by the Central Deal to strengthen the bond between the private and public sectors in Greater Hulstria. A general understanding and cooperation of eachother to not only ensure economic prosperity but create a balance of power between the two. This were practiced by Spenzer Roderick Sr and was looked as a larger expansion of mixed-economic policies. Working with the Hulstrian Labor chairman, the two parties were able to pass several original laws, take aim at reforms, and overturn policies in a quick amount of time. The high point of the Central Deal was when the two parties were able to pass up to 25 pieces of legislation in one year implementing immense change and looking at past records, made a positive outcome. The Deal was considered a great success and continued on until the implosion of the Labor Party in 2700.
During the year 2668 the Vereinigte Freiheit Allianz was overthrown by a radical, republicanist faction called the "Revolutionary Republican Army" and pushed the leadership of the Vereinigte Freiheit into the "underground", hiding in several Crownlands in Greater Hulstria with some crossing into the Eastern Territories. The RRA established themselves not only as a political party with seats in the Imperial Diet but went as far as creating a seperate paramilitary organization called the "Hulstrian Republican Army" with armed soldiers. While many in the Hulstrian political scene considered the coup reasonable and common, the move to create a military faction opposite to the National Army alarmed many, and FAP chairman Spenzer Roderick Jr was the first of many party leaders to call foul. The rest of the nation argeed that allowing such steps would not be tolerated and banded together to curtail HRA activities to perserve the Monarchy. The Stance Against Republicanism saw an interest to bring back the Paramilitary Organisations Act; in this act it rules any paramilitry organization that is linked, funded, or run by a political party in Hulstria would be completely illegal. Spenzer Roderick Sr helped repeal the Act 18 years ago but son Roderick Jr sought to help bring it back to mark the paramilitary organization (HRA) illegal and to bring it down.
After a car bomb in the crownland of Hilgar killed former VFA foreign affairs minister, the call for the elimination of the Hulstrian Republican Army grew even louder and more fierce. Politicians in the Diet knew of the activities of the HRA in the Eastern Territories but with the organizations move to gain positions inside the country to set up their own tactical points, it was the final straw. A bill proposed by the Christian Liberal Party sought to make the entire Revolutionary Republican Army and its affiliates completely illegal slapping highly strict legal sanctions to boot, it was labeled as the "nuclear option". It passed with a 581 out of 650 seat yes majority along with the original Paramilitary Organisations Act. The new laws completely knocked out the RRA/HRAs chances of restoring a Hulstrian Republic. A new, royalist political party soon took the place of the Revolutionary Republican Army in 2669 called the New Komieto Party, and many of the old leadership of the Vereinigte Freiheit Allianz that were able to survive become had positions in the new political party.
The bills were considered a huge success because of its swift action towards the organization, it was able to get done within 2 years of the first reports of the new republican movement. The RRA/HFA conflict lead to the argeement between the Fascist Authority Party and the Hulstrian Nationalist Party to end past differences and work together in the "One Nation, One Future" provisions. Old Right Coalition allies, the Patriciate Coalition, also emerged as a political power again during the HRA incidents, however the old "Right Coalition" was not re-established. Instead a conflict broke out between the two former members of the Right Coalition, the Patriciate Coalition accused the Fascist Authority Party leadership on betraying its former allies to pursue compromise with former Right Coalition enemies. The PC then broke ties with the FAP to seek rouge-like agendas and lost terribly in the elections the year after in 2670; they are now defunct.
With the republicanlist movement officialy dead, Greater Hulstria's political arena began moving towards unification. Focus soon shifted to form a new, united national cabinet consiting of all the major Hulstrian, royalist political parties. Silvestor Colt and Frieddemen Dodson of the FAP were tapped to lead the Ministries of Defense and Infrastructure & Transport respectively; the cabinet proposal passed with exactly 650 votes.
[edit] Hulstrian League & International Happenings
A new, united royalist cabinet called the "Hulstrian League" consisting of all the major political during the time period parties was formed after passing in the Imperial Diet. It was the first cabinet with the now defunct New Komeito Party, the Gentlemen's Club, and was the first cabinet since the Republicanist Movement incidents. The Hulstrian Nationalist Party was choosen to take up the offices of Finance, Justice, and Head of Government while the FAP took the offices of Defense and Infrastructure. It has so far been stable and parties have kept away from partisan politics for the most part. During this time the Imperial Diet expanded from the longtime 650 seats to over 725 seats; the FAP voted against it but was still able to pass.
[edit] Entering The New Century & the Reinhardt Years
After several legislative victories in the Imperial Diet in early 2686, it looked as is if Spenzer Roderick Jr was on the way to electoral victory in the national elections coming around in 2688, possibly looking to capture the title of Governor-General, Greater Hulstria's Head of State, as did his father in 2659. Important legislation focused around energy and infrastructure reform boosted the party's visibility to the Hulstrian citizens and polls conducted during this time reported popular opinion of the Fascist Authority Party. Also many gave credit to Spenzer Roderick Jr for being able the FAP stable in his tenure after the disaterous Conrad Falk isolation incidents and maintaing order within; representation in the Diet was still pretty high and the new friendly relations with the HNP proved well. However things began to turn for the worse in late 2686; it was reported throughout the country that when finishing a minor meeting with some party cabinet members at the Imperial Diet building in Kien, Spenzer Roderick Jr was suddenly rushed to the Kien National Hospital under mysterious circumstances. In a press statement made by then Vice-Chairman and brother of Roderick Jr, Franklin Howard Roderick, weeks after the event offered little insight on the chairman's diagnosis and put the FAP in a difficult position as a whole; members were at one outraged at the fact it took as long as it did to make the event public and were angry at the lack of detail provided by Franklin Howard. Spenzer Roderick Jr would stay there at Kien National Hospital for over a half a year and Franklin Howard dealed with domestic party issues acting as a temporary chairman as he did when Roderick Jr went to Trigunia years before. Rumors soon began circulating and theories about the chairman's diagnosis arose almost instantly. Some thought that he was poisoned or he fell to a deadly case of the common flu; despite the questioning, it is still unknown what was his illness to this day.
Spenzer Roderick Jr after months of keeping quiet he. a half a year before national elections in 2688, on July of 2687 outside the Kien General Hospital announced his official resignation to the Fascist Authority Party party cabinet in a tearing statement. His brother, Franklin Howard Roderick along with several ranking members of the FAP were with Roderick Jr when he made his statement. During the months of Spenzer Roderick Jr in the hospital, fascination on who would succeed him grew, and several candidates began to rise. Franklin Howard Roderick and Wolfgang Reinhardt were seen as the two major candidates for chairman; both men had prior law careers and worked in politics. Many believed Wolfgang had an advantage though; he was involved in political affairs in his whole life, serving as the head of several FAP-organizations and committees, unlike Franklin who only got into politics late in his career as a lawyer. A short while after Roderick Jr's resignation the two men meet in a secret meeting in the FAP National Headquarters and it was disclosed that they reached a deal; Franklin would drop his bid to allow Reinhardt to become the new chairman. Franklin Howard Roderick then resigned from his post as Vice-Chairman afterwards to make way for Aleksandr Evgeni to be appointed by Reinhardt. The era of Roderick dominance in the Fascist Authority Party would end with Franklin's resignation, ushering in a new generation of politicians within. Not too long when this occured, Spenzer Roderick Jr officialy appointed Reinhardt to succeed him.
Wolfgang Reinhardt was officialy confirmed in as the new Fascist Authority Party chairman by a direct primary shortly when his appointment was annouched. A traditional royalist and dynamic conservative, officials were more than happy to accept Reinhardt as party chairman; a lot of members believed a reasonable and diplomatic man such as Reinhardt would be the perfect suit entering the party into the new century. Under his tenure one of the first things Wolfgang Reinhardt did was appointing several new party cabinet members to usher in a "fresh smell for a new century", as do many new chairmans do. Longtime party Health & Social Services Minister, Aleksandr Evgeni, was tapped to take the office of Vice-Chairman and the FAP's Head of Government candidate; the last time a Fascist Authority Party politician held both of those positions was in 2666 by Christofer Maynor. Among the other new appointees were Frederick Lambert (I&T), Vladimir Fischer (D), Adam Fassbinder (T&I), and Alexander Koubek (F). Reinhardt also brought in a brand new legislative policy to the Fascist Authority Party; in one of his early speeches/statements, he constantly reffered to wanted the party to take a more friendy stance to federalist or devolutionist politics, and reach out to new voter bases. Attempting to bring his vision to a brighter light, he was active in pushing this new idea to party members, and was successful.
In his chairmanship Wolfgang Reinhardt, many agree, went in a different direction from the chairmans befpre him, instead of going with the old "strong central government" empowerment attitude towards legislation he took steps to add local government empowerment in bills like he advocated, such as; farm size, sports club funding, smoking, and grid management amongst others. Nonetheless, the FAP remained a central government supporter but did take serious steps to bring in a balanced powers of government by bringing in localism. This eventually would become a double edged sword for Reinhardt because the Fascist Authority Party did actually lose some of its loyal voters but at the same time gained new ones and took some away from other federalist parties. Despite reaching out to devolutionists, Wolfgang Reinhardt did not dramaticlly change any other policies such as the FAP's militarist, nationalist, moral/dyanmic conservative, or mixed economic agendas. In 2708, Wolfgang dropped the short-lived federalist policy, and went back to traditional central government initiatives after poor electoral results though.
Another venture Reinhardt went into was "International Monarchism", it was an idea created by Wolfgang Reinhardt after a year or two after naming Aleksandr Evgeni Vice-Chairman and revealed it to the Hulstrian public in a press statement. He would embrace this and would take a hands on approach to more monarch creations in 2691 around Terra. The FAP was then classified as still a semi-active party with several headquarters intact but had withdrew its name from national elections when Reinhardt was looking over foreign ventures. A near decade later in 2697, the Fascist Authority Party came back as an official national political party in Greater Hulstria when Reinhardt's trips were finished. Its leadership stayed the same and Wolfgang Reinhardt remained the chairman. Several political partys such as the Hulstrian Labor Party, the New Komeito Party, and the Imperial Hulstrian Party came back to Kien as well.
A few years later in 2699 Wolfgang Reinhardt was elected the 8th Governor-General of Greater Hulstria receiving over 80.8 billion votes in the Head of State elections beating the Christian Liberal Party's Erwin Zilberschlag in the January 2699 Hulstrian National Elections. This was credited to Reinhardt receiving several endorsements from other political parties and his recent blitz of successful reforms in the legislature focusing on his eariler proposed federalist policies. The win would become the second time a FAP candidate was able to capture the office, this time more than Spenzer Roderick who only got about 64 million. It was considered a huge victory for the party and a big moral boost for it as well; with a Fascist Authority Party Governor-General starting off the new century many within the party were confident in future successes.
The celebration was short lived and a few months after the election, the parties in the Imperial Diet focused on the proposal of creating a new unified cabinet including the returning Imperial Hulstrian Party and the New Komieto (now the Hulstrian Homeland Party) which would bring about a year long conflict between the Fascist Authority Party and the Christian Liberal Party. The main focus of the agruement was about cabinet seat placements and if it should be decided on a partys qualities or base it simply how many seats you have in the legislature. Most of the nation, as did most of the Diet, was in favor of picking parties on their experience/quality. Also the decision on who would become the Head of Government or Staatsminister was subject to debate; the CLP believed that they should've held the seat solely based on their numbers in the legislature while the FAP advocated a senior party of the Imperial Diet take the office. Heated exchanges were delivered by both sides but it did however end peacefully and the "Imperial Pact" being established bringing the national government in operation for the new century with Edmund von Griefsten of the Imperial Hulstrian Party becoming the HoG. The Hulstrian Homeland Party although was not included because it became defunt before final voting. During Reinhardt's reign from 2699-2702, no major pieces of legislation were passed by the FAP but a few economic laws did get by, and most of his term was spent focusing on ushering in a new, unified cabinet.
Despite the increase in activity within in the party and government/cabinet legislation, Greater Hulstria in general on the other hand was facing a political inactivity. The old New Komieto Party as mentioned and the Hulstrian Labor Party, both with political connections to the FAP, disbanded leaving only 4 political parties in Hulstria when only two decades before over 8 were in contention. This paved the way for greater FAP representation in the Imperial Diet but did limit the overall political atmosphere. The nation was in prosperity with Heinrich I at the throne and the economy was doing fairly well causing citizens to have more children, thus creating a sort of a "baby boom" in Hulstria. In 2701 the population was at a decent 288 million people but by 2714 the country's population had grown to over 301 million people in total.
In 2702 Wolfgang Reinhardt was not re-elected for a 2nd-term as Governor-General. He was instead beat by Williem van Rensburg of the Hulstrian Nationalist Party. The loss did not bounce back internally well with party officials and cabinet members began scrambling for a reason why. Many within the Fascist Authority Party thought the loss was because of the new federalist/devolutionist policy the party had taken in as a new approach to gain new voter bases and going back to centralist policies would be the way to go to regain lost ground. They believed that the devoluionist approach instead only pushed back traditional, loyal centralist supporters and gained only a few new supporters. Wolfgang Reinhardt tried to make the policy work despite opposition from inside during the mid 2700s and kept the policy until 2708. After the poor electoral results of the elections in 2709 for the FAP and losing the Governor-General elections twice in that decade, the party cabinet decided to drop the local government policy or "pampering to federalists" as Reinhardt put it was officialy dropped and the Fascist Authority Party went back to supporting central government empowernent, not half central/half local empowerment as chairman Reinhardt tried to embrace.
[edit] Comeback & Reinhardt as Governor-General
Wolfgang Reinhardt would then lead his party into a massive bill creation spree and puts its focus on the upcoming 2711 elections. FAP-backed think-tank committees were formed on as how the party could potentially perform well and make a electoral comeback; while the party did have good representation in the legislature, it did not match up to the numbers of the CLP or HNP. In the end it was decided that a smilar idea wpuld be hatched to that of former Vice-Cahriamn Allen Green's "All Crownland" campaign tactic, used against the Anti-Fascist Coalition in the mid 2650s, was pursued and funding was put into Fascist Authority Party political rallies/speeches in all 5 Crownlands in Greater Hulstria. Wolfgang Reinhardt campaigned very hard in those 3 years leading up to 2711 and went on a legislative reform run focusing on every political catagory from health to welfare, military to agriculture and the economy to justice; over 90% of Reinhardt's proposed legislation passed in the Imperial Diet from 2708 to 2711. During these runs, the Imperial Hulstrian Party, became a legislative ally to the FAP, and supported many of Reinhardt's bills early on. In 2711, they would throw in their endorsement for Wolfgang Reinhardt to become Governor-General of Greater Hulstria.
In 2711, the change and work paid off, and Hulstrians elected back Wolfgang Reinhardt to take the office of Governor-General along with a 11 seat Imperial Diet gain for the party; it would be the only second time in the history of the office of Governor-General where a former title holder was voted back into the office after being defeated. Reinhardt nearly defeated Willem van Rensburg, the same man who beat him in 2702, with over 80,900,000 votes. Rensburg nonetheless put up a good showing recieving over 79,500,600 votes. but not enough to win; almost immediately after Willem van Rensburg's stunning loss, the Hulstrian Nationalist Party collapsed.
The win paved the way for Reinhardt to propose a massive reform spree in the Imperial Diet called "Revision Acts" and set his focus on all the major catagories. Bills like the "Economic Revision Act", the "Civil People Revision Act", "Infrastructure & Energy Revision Act", and the "Strong Military Revision Act" passed with relative ease in the Imperial Diet. These laws focused on turning over the devolutionist poliices set up by Willem van Rensberg, eliminating the sort of loose federation of governing in Greater Hulstria; until Wolfgang Reinhardt was elected, Rensburg pushed for taking away power from the central government, and putting it all into the hands of either private industry or local governments themselves. While the idea may have seemed perfect in circles Rensburg was apart of, it did not function as well as some would have wanted it, and problems arose quickly; GDP fell to almost below 5 trillion crowns, unemployment was high in certain Crownlands, and the surplus was growing at an alarming slow rate. Bills like the Economics Revision Act successfully halted the downturn Greater Hulstria was facing by bringing power to the central government at a plan to fill in the holes left by poor management at the ground level. Citizens overwhemling approved of Reinhardt's initatives and were happy that the Governor-General was active to face these problems, unlike the sort of invinsible Rensburg in his tenure.
The astounding success of the Economic Revision Act, citizens embraced Wolfgang Reinhardt, and polls conducted during this time saw high approval ratings for the Governor-General. Not only did the victory over the economy provided Reinhardt with high approval, it gave him a mandate to expand out into other issues like social matters, the military, and the argicultural scene amongst others. Under his Argicultural Revision Act, farmers received larger subsidies, and pay increases to grow extra amounts of food on their land. The program would work out to become beneficial with Hulstrians being able to buy more food for them or their families and farmers used their extra profits to purchase advanced technology to increase productivity. When the elections of 2714 rolled around, Hulstrians elected Wolfgang Reinhardt back to a 2nd-term with over 84 million votes; this would be the first time in Fascist Authority Party history under the FAP banner would win a second-term. Many within the party believe that this was the defining moment, along with his successes in his first term, to place him as one of the greatest chairmans of the party next to Spenzer Roderick and founder Albrecht Ewald.
Not too long after Wolfgang Reinhardt's re-election, tensions were flying high on Terra, most notably on Dovani, between the Republic of Kirlawa and Kazulia over the Kirlawa controlled "New Englia" territory on the eastern coast of the continent. The territory, bordered mainly with Greater Hulstria's Eastern Territories, was under threats from the Kazulian Government; Kazulian officials believed by under the treaty of Dovani for the Dovanians and to an extent to the Dovani Territorial Defence Organization, Kirlawa was breaking guidelines by operating the relativily small colony on Dovani. While the heated exchanged of words began at the start of the century, tensions began to really heat up by 2714 with both sides seemingly both prepared to go to war. The prospect of an all out war on Hulstria's back door alarmed many citizens inside the country and demanded their government to fix the problem before things got too out of hand.
[edit] the New Englia Crisis
New Englia, a territory under the operation of the Republic of Kirlawa was a relatively small colony compared to other colonial establishments located on the north-eastern coast of the continent of Dovani, maintaining borders with the Hulstrian-controlled "Eastern Territories" and along the northern Kazulian colonies; the Kirlawan Republic controlled this colony for well over 300 years and despite being in violation of both the Dovani for the Dovanians/Dovani Territorial Defence Organization treaties, expections were made for the country because of their friendly ties with most Dovani countries. They also often used that territory for mostly military training or navy exercises, DTDO leaders thought having Kirlawa take part in the organzation rather than leaving them out and creating potential tension, was not a sustainable option. When the DTDO was created, Kirlawa was accepted as a member of the organization, and participated in the organization's council government as an observer but was not on the actual council. New Englia, as a colony, had the right have their own representative government but was not given any major foreign policy, or defense powers mandated by Kirlawan law.
It was only up until 2702, just after Willem van Rensberg beat Wolfgang Reinhardt for Governor-General of Greater Hulstria, did a major problem arise about that status of New Englia. In February 2702, the legislators in the nation of Kazulia started to openly discuss in a session calling for the total annexation of New Englia, bringing Dovani under full Dovanian control, ridding the entire continent of external colonial powers; they also wanted New Englia to be apart of their own territories and include it in their empire. Those discussions prompted many governments on Dovani to call foul on Kazulia and attempted to convince them not to engage in any hostile action towards New Englia; many government officials though on Kazulia insisted they were doing anything wrong and were only obiding by the Dovani for the Dovanians treaty provisions. They said Kirlawa had no right to operate within Dovani, saying that while there was an oral argeement to let them still have New Englia, there was not a legal document proving their legitimacy in the area. A Sekowan led delegation representing the Dovani Territorial Defense Organization tried to get Kazulia to reconsider their intentions but failed.
Upon hearing of the annexation discussions, the provisional government of New Englia ordered instant mobilisation of their armed forces to protect their interests and citizens from invasion. This then sparked Kazulia's Ministry of Defense to hire mercenaries from the Defcon Militarised Forces and ordered them to set up military camps along the New Englian/Kazulia territory border; the Kazulian Ministry of Defense decided to instead hire mercenaries to carry out military ops because while it seemed a lot of legislators in the Kazulian parliament supported an annexation option, many on the other hand dismissed the notion of going to war over a small colony causing the Defense Ministry to look to other means for their plans. By also hiring mercenaries, a vote in the legislature was not needed at all.
The Republic of Kirlawa was greatly alarmed by the recent turn of events and quickly called for calm in the region; they directly ordered the provisional government of New Englia to tone down its military mobilisation while at the same time calling on Kazulia to pull back their own hired guards. The Kirlawan government opted to take a more diplomatic route to the problem but did however insist if New Englia was harmed in anyway or if they believed the DMC/Kazulia were going to attack, they would not hesitate to defend their colony. The Kirlawan President, Head of Government, and Minister of Foreign Affairs then called for an international conference to discuss the situation in New Englia to solve the problem in 2703. Many Dovanian governments took part in the conference but Kazulia refused to take a productive part in the conference despite being told otherwise and the first conference on New Englia failed miserably with delegates arguing with eachother rather than discussing solutions; the New Englian Crisis would then take a 10 year standoff between the countries of Kirlawa and Kazulia, closely watching eachother for suspicious activity.
With then Hulstrian Governor-General Willem van Rensberg taking absolutely no interest in the crisis, Hulstrian involvement in the first stages of the crisis was limited. This did not stop however efforts by the Fascist Authority and Christian Liberal Parties to take deep interest in following the situation; with both parties holding the Ministries of Defense and Foreign Affairs respectively, additional responsibility was placed upon fulfill their job requirements. The CLP-led Foreign Affairs Ministry worked diligently to get the Dovani Territorial Defense Organization to provide more voice and to take more involvement in the New Englian Crisis but the lack of participation by many DTDO member countries made it overtly difficult for any sort of real progress.
Vladimir Fischer, the Defense Minister at the time, was amused but nonetheless very angry at Kazulia's intentions to go to war over a colony the size of New Englia, calling their ventures "child games" and "hilarious". Fischer supported the New Englian government and wanted Hulstria to side with Kirlawa and other sensible nations. To protect Hulstria's own Eastern Territories and to possibly counter efforts by the DMC to enter Hulstrian territory, Vladimir Fischer ordered in 2705 Hulstrian army units stationed in the territories to be cautious and on "small alert" but did not order troop increases; the Kazulian government retaliated by increasing Defcon Militarised Forces in the Rift Mountains and bashed the Fischer-led Defense Ministry for their "recklessness", threatening to invade New Englia because of the Hulstrian troop "buildup". Fischer called the Kazulian response "preposterous" and an "unnecessary and inappropriate use of force". By Hulstrian law, Fischer defended himself, no troop increases or movements can be done without
This event officialy put the Imperial Crownlands front and center in the New Englian Crisis; however, then Hulstrian Governor-General William van Rensburg did not take any sort of interest in this conflict. His office remained silent on the issue and he never brought it up with the Staatsminister of Greater Hulstria nor any members of the cabinet or the Imperial Diet. The only major positions of government that were involved/took interest were the Foreign Affairs and Defense Ministry; citizens were concerned overtly about the possible war brewing within that region, so close to the Eastern Territories. Hulstrians became upset with Rensberg for his lack of concern for the Crisis on top of already his lackluster performence as the representive of the Monarchy.
[edit] Wolfgang Reinhardt & FAP Involvement
The public backlash against Governor-General William van Rensburg created vast unpopularity for the Hulstrian Nationalist Party, who on top of Rensburg lack of interest in his job were not the most active political party in Greater Hulstria. Wolfgang Reinhardt, the chairman of the Fascist Authority Party, set up an official alliance with the Imperial Hulstrian Party, and began to introduce several pieces of legislation within the Imperial Diet boosting the FAP's visibility to the voters. Reinhardt announced his intention in 2709 to run again for the Governor-General but not on a ticket to bring Hulstria into the New Englian Crisis. The Fascist Authority Party up until the later stages of the Crisis had an isolationist policy towards world affairs and always voted against intervention in other nation's problems except if they were allies; Kazulia or Kirlawa were not allies of Hulstria at the time. Wolfgang Reinhardt offered active and more efficent government to Hulstrians, a new government that would actually work for the people not for own self interest, a new centralized government, and a government that won't pucker up to large, unregulated corporations like Rensburg and the HNP. Though Reinhardt was not an opponent of business or corporations, he maintained great distaste for zero-regulation for the economy in Greater Hulstria; with the economy not doing so well for itself also during the New Englian in Hulstria, citizens did come to Reinhardt for his reform pledges.
In January 2711 Wolfgang Reinhardt, with the endorsement of the Imperial Hulstrians, beat Willem van Rensburg with over 80 million votes on top of the Fascist Authority Party gaining 11 seats with a total of 189 in the Imperial Diet; Rensburg came into a close second with 79 million votes. Reinhardt's election would be the second time where a former Governor-General was defeated and then elected back into office. The FAP won the majority votes in the Crownlands of Hulstria and Kuratha.
[edit] Reinhardt & the "Prosperous Years"
[edit] Kleinman Becomes Chairman
Wolfgang Reinhardt announced in late 2722 before the national elections in January 2723 that he would be retiring as Chairman of the Fascist Authority Party and would not be running for a fifth term as Governor-General of Greater Hulstria; Reinhardt said that on January 2nd, 2723 he would formally step down from both offices after election results were made public. In the process, he appointed Gregory Kleinman to succeed him as the new FAP chairman and the party nominated Kleinman to become the new Fascist Authority Party candidate for Governor-General; Kleinman was a noted traditionalist and big government conservative yet held some free-market beliefs. Kleinman had experience in the stock market and worked at a business firm in Kien where he maintained close ties to Reinhardt. Reinhardt held a more regulatory view of the economy while Kleinman favored moderate or even libertarian economy policy; his appointment was seen by many by within the party as well within the Kien political circles as a move to make the party more likeable to the business community by having a pro-business person at the helm of the party.
Kleinman coming into the chairmanship of the Fascist Authority Party faced many problems; not only did he have to pave his own road and remain out of the shadow of the popular Wolfgang Reinhardt, he had to confront a changing political arena in Greater Hulstria as well. The Conservative Voice Party, who became close allies of the FAP starting after the 3rd term of Reinhardt, was posed to see a massive gain in the 2723 elections are a very successful pro-libertarian legislative run; opinion polls conducted during this time saw citizens giving positive remarks to the Conservative Voice Party and many Gao-Showans, who the main base of the Conservative Voice Party, came out in drones to support this new party. Hildegard Klay, the founder and chairman of the Conservative Voice Party, was the candidate for Governor-General and like her party had large support from citizens; the prospect of her becoming the first woman Governor-General of Greater Hulstria excited the population of the Imperial Crownlands. Kleinman went out on a massive campaign run during the few months he had between the Reinhardt retirement annoucement and the national elections; he drew large crowds in royalist Hulstria and Mitrania leaving many in the party confident of a win in January. Note while the FAP and the CVP were running against eachother, they remained allies within the Imperial Diet.
Many thought Kleinman would give a "knockout" punch, succedding Reinhardt as both Governor-General and Fascist Authority Party Chairman in January however such hopes, or at least half those hopes, were not achieved come election day at the opposition of FAP officials. In January 2723, Hildegard Klay beat Gregory Kleinman by 9 million votes to become the first woman Governor-General in Hulstrian history, and the CVP saw a victory of capturing a majority within the legislature; the FAP remained strong in the Imperial Diet elections gaining 25 new seats yet did not suceed in having Kleinman occupy the office once held by Reinhardt. Kleinman however did not hold any grudes towards Klay, immediately sending out a statement of congratulations for her historic win, and stressed for advanced FAP-KVP relations; following the election the two parties pushed for moderate government empowerment proposals and often voted the same on social conservative legislation, whith both the parties championed during Klay's tenure.
Not only did Kleinman grow close to the Konservative Volker Partei, the Fascist Authority Party Chairman grew even more close to the Imperial Hulstrian Party, the party that throughout the Reinhardt Years supported his candidacy as Governor-General of Greater Hulstria. The two monarchist parties increased communications between eachother and pro-central government empowerment legislation were passed thanks to the unity of these two parties in the Imperial Diet. In a move that solidified relations, Gregory Kleinman announced his endorsement of the Imperial Hulstrian Party Chairman and then Staatsminister of Greater Hulstria, Edmund von Greifstein, for the Hulstrian Governor-Generalship, which Kleinman said was a "returning of the favor for the support the IHP gave to the FAP during the 2710s". In late 2724-early 2725, Kleinman actively campaigned for von Greifstein, calling for the return of the aristocracy and imperial conservatism in the halls of the Governor-General; the Imperial Hulstrian Party, which since the creation of the Governor-Generalship, have never held such an office and this matter brought intrigue to the population. Edmund von Greifstein's experience and record, being one of the longest serving Head of Governments in Hulstrian history, brought his approval ratings to new heights, and in a poll just before the January 2726 however saw the two candidates (Klay & Edmund) very close in numbers. Edmund von Greifstein at the elections though prevailed and beat the incumbent Governor-General Hildegard Klay by just 300,000 votes; receiving the endorsement of the FAP as Gregory Kleinman promised, Edmund von Greifstein also became the first Governor-General of Greater Hulstria to also hold the Staatsministership and continue to do so throughout his tenure as the Governor-General. The election also saw the two parties gain a majority hold in the Imperial Diet and for some time the two parties dominated the legislative scene in the Imperial Crownlands.
This new era of Fascist Authority Party and Imperial Hulstrian Party would set off what is now known as the "Imperial Conservative Era" where the policies of dynamic and social conservatism and royalism dominated the legislation in the Imperial Diet.

The Imperial Conservative Era officialy began after the formation of the "Imperial Conservatives" political coalition in the Imperial Diet in 2717 under Governor-General Wolfgang Reinhardt though the coalition would not see it's full potential and power until the victory of Edmund von Greifstein in the mid 2720s where new conservative and royalist proposals were passed.

The Fascist Authority Party follows the princples of national/dynamic consvervatism, nationalism, reactionary policies, monarchism, mixed-economic practices, and the religious right. The party supports a militarist/nationalist and social conservative society and environment; the FAP is known to be overtly pro-religious and endorses an all around religious society (all religious schools, mandatory prayer etc). The Fascist Authority Party is a fierce advocate of State Religion and the State Church in Greater Hulstria; religious groups often come out in favor of the FAP. Concerning world affairs, the Fascist Authority Party holds a moderate isolationist stance but does support free trade argeements with friendly countries and has ventured in international politics time to time (New Englian Crisis for example). Despite the party's strong beliefs in nationalism, religion/morality, and conservatism the Fascist Authority Party though does pursue some progressive policies such as Free National Healthcare, Free Telephone Line Fees, Free Education, State-funded welfare services, and Free Transportation Services. The party does not believe in labor unions, stirkes, or worker's councils. Despite the Fascist Authority Party's often far-right/reactionary politics, the party is known to work together with leftist, centrist, and/or moderate parties in the Imperial Diet; the party has been members of several coalitions where fellow Ministers had complete opposite views but nonetheless worked together.
The Fascist Authority Party is considered a convinced unitarist and strong central government advocate. Nuclear energy as an alternative form of energy and the promotion of its industry is a top agenda and the party remains one of the strongest voices in the Imperial Diet on promoting its use. The FAP is considered a monarchist party; it is one of the many parties in Greater Hulstria thats supports the House of Rothingren-Traugott and the Emperor of Hulstria; obviously it is also very anti-republicanist (see Stance Against Republicanism above) and anti-communist. The Fascist Authority Party takes upon itself in maintaining the national budget, updating it every 5-10 years from the money gained in the surplus, and pouring money mostly into the Defense, Health, or Education Ministries though it isn't the only party that proposes budget changes.
The Fascist Authority Party are members of several right wing international organizations such as; The Religious Right League, the Right-Wing Party Association, and the Christian Nationalist Union. Other memberships are included in; the World Economic Forum, World Nuclear League, Axis Argeement Organization, Central Government Advocates, the International Monarchist League, Pax Hulstria, Hulstrian Monarchist Society and the International Authoritarian Organization.
The Fascist Authority Party National Headquarters (named the Girvan Building) is located in Kien, the capital of the Imperial Crownlands of Greater Hulstria. All official party business is conducted at the party headquarters and features up-to-date civil defense provisions mandatory by Greater Hulstrian law. The building has its own press/media room, it's own small-scale curling arena underneth the building, the chairman's own private bedroom, and small helipad on the roof. Curling, Greater Hulstria's national sport, was a favorite for FAP founder Albrecht Ewald, and he had it installed in 2593. During the "Resurgence of 2641", then chairman Spenzer Roderick decided to convert one of the two dining halls originally in place to a full fledged press/media room and still operates today; all party conferences are held there. The party headquarters has not faced any major problems or threats and has remained safe since its creation other than "The Roderick Brothers Coup", it was however bloodless and only resulted in many party officials being kicked out. The Fascist Authority Party has many other Crownland headquarters and local offices, with the majority located in the North-East where most party support comes from.
Seven chairmans of the Fascist Authority Party became Governor-General of Greater Hulstria at certain points in their career; Spenzer Roderick, Wolfgang Reinhardt, Gregory Kleinman, David Thorsten, Friedrich Ewald II, Charles Fuerstien, and Erik Bauer-Chamberlain II all held the position. Roderick, Kleinman, and Thorsten only served one term as Governor General, however Reinhardt, Ewald and Fuerstien were able to get themselves successfully elected to four or more terms.
Adie Lisette, the former party minister for Science & Technology, has been the only athiest cabinet member of the entire Fascist Authority Party, and the first in party history ever to be appointed. Other than the Lisette appointment, every member of the FAP cabinet holds membership in at least one Church in Greater Hulstria; there are several Christians, Lutherans, and Catholics with some practicing Episcopalianism. No chairman of the Fascist Authority Party has been apart of any other religion than Christianity until David Thorsten; Ewald, Roderick Sr, Falk, Roderick Jr, Reinhardt, and Kleinman were all of Christian faith. Almost all the Vice-Chairmans were Lutherans however in 2722 christian Michael Volkreiter broke that trend. The Fascist Authority Party cabinet used to be all Hulstrian; until the 2760s, the only major Gao-Showa appointment to the party was Andrew Cabot and Henry Fitzgerald in 2587 by Albrecht Ewald. When Erik Chamberlain assumed the helm of the party, he started to appoint Gao-Showans in the party and every chairman since Chamberlain have had at least one Gao-Showan represented in the Congress. The FAP did with well with the Gao-Showa voters during its early years and Spenzer Roderick's chairmanship however thanks to the arrival of the overtly Gao-Showa New Komeito Party, they have put their backing behind them instead for the past years. However with the fall of the NKP, Gao-Showan support for political parties have been split.
[edit] Party Structure & Government
The Fascist Authority Party is governed by the "National Congress of the Fascist Authority Party"; the NCFAP is the central governing council of the entire party. The NCFAP consists of the party Chairman, the Vice-Chairman, the entire party cabinet, and the General Secretary of the Crownland Committee. The Congress is the highest form of government within the FAP and they have oversight over all matters within the party. The NCFAP has a collection of functions and powers that include having the power to impeach/remove party officials, appointing Head Party Officers, FAP Legal Council members, create national party policy, vote and pass internal party proposals, head the Fascist Authority Party National Campaign Office, and (tough not required) provides funds to the political action committee known as FAP-PAC. When the FAP is out of power or is not represented in the national cabinet for Greater Hulstria, the NCFAP acts as the opposition government; a good example would be when Spenzer Roderick was Chairman and used the Congress as a tool to fight against the Anti-Fascist Coalition.
The "Crownland Committee of the Fascist Authority Party" is the lower-body of the government in the FAP and handles most of the party business at a local level; each Crownland Committee has a Head Party Officer, appointed by the National Congress, and they act as the ruling authority in the Committee. They are seen as the local leaders of the Fascist Authority Party in their respective Crownland and are in charge of handling local campaign offices, recruitment, and organizing rallies; former Governor-General and FAP Chairman Wolfgang Reinhardt once served as the Head Party Officer of Mitrania. Head Party Officers, though appointed by the National Congress, are subject to impeachment by their own party members if a majority vote is there. The Crownland Committee of the Fascist Authority Party also consists of FAP mayors, members of Crownland Legislative Assemblys, and other local figures. The CCFAP is responsible for oversight of their Crownlands, establishing communicatons to citizens, and in charge of all daily operations at a ground level (rally organization, funding, recruitment, holding conventions etc).
Since Head Party Officers are not represented in the National Congress, they are part of a special council called the "Council of Crownland Officers", a committee that is made up of the 5 Head Party Officers; though the CCC is looked upon as highly ceremonial and they hold no special powers. However, the CCC is responsible for electing a General Secretary of the Crownland Committee of the Fascist Authority Party to represent them in the National Congress; this was created by Gregory Klineman because he felt the Head Officers were being poorly represented in the main governing body of the party and created the General Secretary post to give them a seat in the Congress.
