Paul Kilgariff was elected to Parliament in August 3267. After securing his fourth term in 3279, speculation began to mount that Kilgariff would be a good candidate for the leadership.

After initially deciding against challenging Norm Carbines and instead supporting Eve Kuchera, Kilgariff launched a bid for the leadership. In what should have been an easy contest, Kilgariff only narrowly defeated Carbines. Most attribute this to the fact that Kilgariff was too undecided on whether or not he should actually run for the position.

In the August 3283 elections, the Liberals gained substantial seats in Parliament. Any speculation that Kilgariff would step down following the elections was squashed by the party's excellent performance.

In November 3283, Kilgariff was able to form a government and become the second Liberal Party Prime Minister in Rutanian history. His appointment was marred by controversy as he formed a coalition with the Social Republican Party.

In 3287, Kilgariff saw the party suffer massive losses. This was the worst result since the 3275 elections and over a third of the parliamentary caucus was defeated. Despite their massive losses, Dilara Nyström, the party's candidate for President, was overwelmingly elected. As a result, Kilgariff announced his intention to stand down as leader and Prime Minister.

Three months after the elections, he officially stepped down as leader of the Liberals and as an MP. However, he remained Prime Minister until a new government could take power. His son, Zac, replaced him in Parliament.
