Royaume Royal de Kanjor is a constitutional monarchy with a unicameral legislature known as l'États-Généraux de Kanjor, which currently has seats 600 delegates with a limited form of proportional representation by Régional population.

The Head of Government of Kanjor is the Premier Ministre who heads the Gouvernement (cabinet) and makes many of the major decisions for the kingdom and the elected unicameral legislature, L'États-Généraux de Kanjor.

[edit] Monarchy

The current monarch of Kanjor is HRH King Albert III (b. 2711) of the House of Orléans-Vasser who took up the throne after its reestablishment in January 2759.

[edit] Constitutional Role

While the monarchy is a mostly symbolic role it still plays a constitutional role in government. There is remains a debate as to whether the monarch can dismiss or reject Premier Ministre suggested by the États-Généraux. Such an action has yet be attempted and any ramifications of such an act are yet to be seen. Many leading political scientists believe that such an act may lead to a constituional amendment forbidding it in the future.

[edit] Religious Role

As the Orthodox Catholic Church of Kanjor is the official and mandatory religion of Kanjor, the monarch is required by tradition to play a part in it as well. The monarch of Kanjor, with the permission of His Holiness Pope Charles II, sits as the symbolic head of the Orthodox Catholic Church of Kanjor, or Patriarch of Kanjor. The permission of the Pope is generally given upon the coronation of the monarch in Ville de Sanctus (Sanctus City), however, in the case of a monarchs minor status the permission by the Pope is given upon their first communion.

The monarch is generally encouraged to attend Mass as much as possible, generally every Sunday. On major holidays, such as Christmas and Easter, the monarch's entry and presence in the La Cathédrale nationale d'Atyr is accompanied with much pageantry and show.

The Constitution is quite clear on the qualifications for succession to the throne of Kanjor. Only Orthodox Catholics may succeed to the throne as the Pope officially crowns the King or Queen in the name of God and the Church and will undoubtably refuse a non-Orthodox Catholic.

Successors must also be directly related to the House of Orléans-Vasser. For example: if the daughter of the King is married and ascends to the throne, she becomes the Queen but her husband consort can never reign, even in the event of her death or incapacitation.

This was why HRH Queen Louise-Elisabeth ascended to the throne after the death of her father, as opposed to her mother HRH Queen Madeleine.

The constitution allows for regencies in the event of a monarch who is a minor or who is physically or mentally incapacitated. When a regency is necessary, the next qualified individual in the line of succession automatically becomes regent, unless they themselves are a minor or incapacitated.

The first, and thus far only regent in the Orléans-Vasser line was HM Alexandre I of Rildanor who served for his niece HRH Queen Louise-Elisabeth upon her ascension at the age of 5 years. Alexandre attempted to have a bill ratified by Kanjor's gouvernment to extend the regency by a further 3 years, arguing that the age of coronation should be extended to 21 from 18, but it was struck down. This was subsequently known as the Succession Scandal.

[edit] Finances and Residencies

Constitutionally the Crown is permitted a purse to be determined by the États-Généraux every ten years. However, the purse must never exceed KRP 500 million of direct taxpayer money and this purse must last the full ten years as, constitutionally, the nation is not allowed to intervene financially. This purse maintains Crown property and lifestyle. It is used to pay employees, maintenance, taxes, and other expenses. However, the Crown does not have to pay when on official government business such as meeting with foreign dignitaries in another country.

The Crown purse is set up as a trust run by the a department in the Ministry of Finance and the Crown's financial representatives. These representatives are able to invest moneys into businesses, enterprises, and other ventures as long as they are approved by the trust.

The Crown has been allotted three initial residencies worth an estimated KRP 100 million. These residencies are mortgaged to the Crown and must be paid back to the government through regular monthly installments.

[edit] Executive Branch

The current executive branch of Kanjor is made of the Premier Ministre and the Gouvernement or Cabinet.

[edit] The Primier Ministre

Premier Ministre position has been created since the reestablishment of the monarchy in 2682. The position now is a mixture of the roles and functions of that of the old Chef d'États or President and the traditional position of Premier Ministre.

The Premier Ministre is normally be chosen from the largest political party or faction within the États-Généraux but it is not uncommon for coalition governments to spread the position to lesser parties. Kanjor has a long tradition of uniting all political parties in the États-Généraux in the Gouvernement (Cabinet) with the Premier Ministre position often elected to the largest or most important political faction.

Under the Royal Constitution the États-Généraux has no say in the appointment of the Premier Ministre and the official is elected by the populace.

The Premier Ministre position inherited many of the functions and responsibilities that had previously been placed on the old elected Head of State. Traditionally, the Premier Ministre has been the Head of Government and has held the fuctions and responsibilities necessary to fulfill such a position. These functions were limited to leading the legislative branch through the procedures necessary to pass and carry out new laws and to to promulgate these new laws to the public; to maintain the national budget; to regulate, through budgetary oversight, the administrative systems of the nation; and to appoint the heads of the administrative systems of the kingdom (referred to as the Gouvernement or Cabinet).

Powers inherited from the old elected Head of State: commander-in-chief of the armed forces of Kanjor (although this position is accountable to the Monarch and the États-Généraux); receive foreign ministers and ambassadors; grant pardons; and give a yearly speech/presentation on the conditions of the kingdom, often referred simply as Le Discours ("The Speech", or "Discourse").

[edit] Cabinet

The Gouvernement is headed by Premier Ministre and is responsible to the États-Généraux; but interestingly not the Monarch (albeit Premier Ministre is responsible to both).

The Gourvenement cannot pass legislation without the approval of the États-Généraux. The Government-Ministers, however, can propose legislation to États-Généraux which is generally agreed to have more a possibility of being passed. However, this is not guaranteed, and on occasion, the opinion of the majority of the legislature may differ significantly from those of the executive.

[edit] Internal Limits & Checks and Balances to Executive Branch

Most bureaucratic agencies and departments operate under the scope of the Gourvenement. However, a few are independent of their authority. The Autorité des Marchés Financiers (Financial Market Authority) is the independent regulator of the Kanjorien stock exchange. The Banque de Kanjor, while under the jurisdiction of the Minister of Finance, carries out many independent and semi-independent actions.

The legislative branch of Kanjor is L'États-Généraux (Estates-General) made of delegates from the five Régions of the kingdom. Each Région has a different number of delegates based upon the size of their population.

The Estates-General of Kanjor is the elected unicameral parliament of the Holy Kingdom. It has a total of 600 delegates spread throughout the Régions of the kingdom. It has the sole power to propose and pass legislation, including amendments to the Constitution. It is the single most powerful political body in Kanjor.
