al-Haliya formerly Halion is the capital city of Solentia. al-Hailya has served a prominent place in Solentian history.

al-Haliya is lead by a mayor-council system. al-Haliya is generally reflective of national politics and usually is controlled by the largest political party in the country's national legislature.
al-Haliya is divided into a number of districts. One of the districts is near the center of the city, known as the "Old City District" or just the "Old City" which contains much of ancient al-Haliya. Close to the Old City is the Government District named for the fact that it possesses a wide number of buildings related to the various governments of Solentia.
