His Imperial and Most Illustrous Luthoran Majesty, Otto IV von Rothingren-Traugott-Okatori is the current Emperor of Hulstria, the third of the restored House of Rothingren-Traugott-Okatori to reign over Hulstria since the Second September Revolution. His father, Heinrich IV of Hulstria was forced to abdicate in 4369 by a Labsburgian takeover of the state. In 4407, at age 63, Otto IV was restored to the throne after the collapse of the Federal Republic of Hulstria and Gao-Soto and the restoration of the dual monarchy.
He announced his attention to abdicate to his son Friedrich II of Hulstria in 4415.

Heinrich IV was baptised with the following given names:
- Otto, after his grandfather Otto III of Hulstria.
- Kurosawa, honouring the custom of giving at least one name of Kunihito heritage to honour the lineage of the Okatori Clan, after his heroic ancestor Kurosawa the Great.
- Bernhard, after a personal friend of his father.
- Sankt-Medgar, after Saint Medgar Haas, on whose feast day he was born.
